Senior Operating Team

Herb Elish
Chief Operating Officer
Herb Elish is responsible for overseeing all College Board operations, helping develop and execute the organization's strategic plans and ensuring that it maintains its sense of focus and effectiveness. He has led an organizational change effort focused on building vital relationships with our customers. During his tenure at the College Board, Elish has helped to initiate and drive new, more rigorous investment and cost management policies and procedures, as well as to identify and evaluate industry-specific growth and development opportunities.
Elish has extensive leadership experience, having served as the director of the Carnegie Library of Pittsburgh, vice president of Citibank, senior vice president of International Paper Company, senior vice president of the Dreyfus Corporations, and chair and CEO of Weirton Steel Company. During the New York City financial crisis of the mid-1970s, Elish served as the Executive Director of the Municipal Assistance Corporation and the Emergency Financial Control Board, the agencies created to solve the crisis.

Wayne Camara
Vice President, Research & Development
Wayne Camara leads educational research, psychometrics and assessment design and development activities across the College Board. He has overall responsibility for maintaining the quality of all College Board assessment programs and identifying market trends in assessments to initiate research and development initiatives for a short and long-term agenda.

Diane Duggan
Senior Vice President and Chief Information Officer
Diane Duggan oversees all aspects of technology for the College Board including the website/new media; business applications; enterprise services; and, infrastructure and engineering. Duggan is currently overseeing the implementation of a multiyear business technology roadmap to modernize our technology tools, platforms and organizations to better support the College Board and its customers.

Hal Higginbotham
Senior Vice President
Hal Higginbotham leads and advises on key strategic planning and implementation projects on behalf of the Office of the President.

Tom Higgins
Chief Financial Officer and Senior Vice President, Finance
Tom Higgins provides both operational and programmatic support to the organization, oversees the finance and procurement units, and is the chief financial spokesperson for the organization. Higgins provides direct assistance on all strategic and tactical matters as they relate to budget management, financial analysis, internal controls, risk management, employee benefit plan administration, forecasting, taxation, internal and external audit, treasury/cash management and portfolio management.

Peter Kauffmann
Vice President, Communications
Peter Kauffmann leads the communications function, advancing and protecting the College Board's reputation and building awareness of the organization's mission and work. He also provides counsel to the College Board President and senior team on all matters related to external affairs.

Neil Lane
Senior Vice President, Administration and General Counsel
Neil Lane is responsible for legal and risk management matters at the College Board. He oversees the organization's compliance program, counsels the organization on all major commercial transactions, advises on government and regulatory matters, and is responsible for all litigation.

Kanika Lichthardt
Vice President and Chief of Staff
Kanika Lichthardt serves as chief of staff to the College Board's president, Gaston Caperton. She is responsible for helping the President to execute the goals and strategies of the College Board, including key organization-wide initiatives. Lichthardt also oversees the organization's Corporate Marketing and Marketing and Publication Services functions, including all aspects of marketing strategy, branding, advertising and publications development.

Andrea Mainelli
Senior Vice President, Region and Account Services
Andrea Mainelli provides overall leadership to the Region and Account Services unit, to include six regional offices and key international markets. She plays an integral role in the organization's ongoing mission to meet the needs of K-12 and higher education clients, as well as state governments and leads efforts to ensure international relationships and services are aligned with the College Board's goals and strategies.

Steve Meyer
Vice President, Office of Strategy Management
Steve Meyer provides leadership and overall coordination of the functions of corporate strategy, planning and execution on an organization-wide basis. Meyer leads key College Board strategic projects, ensuring coordination and collaboration across business and service units to ensure effective planning and implementation.

Peter Negroni
Senior Vice President, Relationship Development
Peter Negroni is responsible for leading the College Board's effort to build relationships among major educational associations, education leaders and members that enhance its role as a national and international voice in connecting students to college success and in issues of educational access and equity.

Trevor Packer
Senior Vice President, AP and College Readiness
Trevor Packer is responsible for leading, developing and managing the College Board's Advanced Placement Program and associated College Readiness (K-12) programs and services. This involves providing executive direction for all programs, activities, products and services related to helping students prepare for and be successful in college. In addition to AP, these programs and services include ReadiStep™, PSAT/NMSQT, and SpringBoard®. The division's core competencies are focused on curriculum development, teacher professional development, creation of instructional resources, and the design and management of high stakes assessment programs designed to yield instructionally relevant feedback for educators and students.

Tom Rudin
Senior Vice President, Advocacy, Government Relations and Development
Tom Rudin leads the College Board's advocacy and policy work. He manages all aspects of the advocacy/policy agenda, including directing the government relations agenda for the College Board at both the federal and state levels; managing the College Board's Center for Advocacy & Policy; and overseeing the development and fund-raising work of the organization.

Juliet Weissman
Vice President, Organizational Effectiveness
Juliet Weissman oversees all people-related functions. Weissman is responsible for talent selection, performance management, succession planning, organizational and management development, employee relations, diversity, policy development, compliance, compensation and benefits.
Membership and Governance
Mary Carroll Scott
Vice President, Membership
Mary Carroll Scott is responsible for planning and leading efforts to grow the College Board's membership, strengthen its value, and broaden member participation in the work and mission of the organization. In addition to maintaining the official record of membership, the Membership Office convenes the annual Forum and participates in the success of other large face-to-face conferences.

Dorothy Sexton
Vice President, Governance and Secretary of the Corporation
Dorothy Sexton works with the College Board president and staff to facilitate effective governance of the association. She also serves as a contact point between the College Board, its members, the Board of Trustees, its councils and committees, and management.
